The study was carried out in six European countries – Austria, the Czech Republic, France, Germany, Spain and Sweden – and covers four market sectors: financial services and insurance activities; food and beverages; manufacturing and electromechanical engineering; and wholesale and retail trade. A total of 23 company case studies were conducted.

The European Foundation for the Improvement of Living and Working Conditions (EUROFOUND) has published the European Company Survey 2009 on flexibility practices and social dialogue. The ECS 2009 was carried out across the 27 EU Member States and in the candidate countries.

In more than 27,000 private and public sector establishments with 10 or more employees, human resources managers and employee representatives were interviewed about flexibility measures applied at the establishment and the involvement of employee representatives in their set-up.
