{"id":1789,"date":"2016-12-01T12:55:33","date_gmt":"2016-12-01T11:55:33","guid":{"rendered":"https:\/\/blog.iese.edu\/africa\/?p=1789"},"modified":"2016-12-01T12:55:23","modified_gmt":"2016-12-01T11:55:23","slug":"reforms-that-make-doing-business-easier","status":"publish","type":"post","link":"https:\/\/blog.iese.edu\/africa\/2016\/12\/01\/reforms-that-make-doing-business-easier\/","title":{"rendered":"Reforms that make doing business easier"},"content":{"rendered":"<p>These days I\u2019m teaching a course on <strong>Managing Corporate Growth<\/strong> in <strong><a href=\"http:\/\/executivemba.iese.edu\/en\/\" target=\"_blank\">IESE\u2019s Executive MBA (EMBA)<\/a><\/strong> program. One of the issues we\u2019ve discussed is international expansion. We touched upon the difficulties of getting data in the African context. We discussed the <strong>shortcomings of official statistics<\/strong> &#8212; if you follow this blog regularly, you may know that I\u2019m a bit <strong><a href=\"https:\/\/blog.iese.edu\/africa\/2014\/04\/23\/the-informal-economy\/\" target=\"_blank\">skeptical about official data<\/a><\/strong>. However, and despite my skepticism, official statistics are a starting point. And so is the <strong><a href=\"http:\/\/www.doingbusiness.org\/~\/media\/WBG\/DoingBusiness\/Documents\/Annual-Reports\/English\/DB17-Full-Report.pdf\" target=\"_blank\">Doing Business<\/a><\/strong> report that the <a href=\"http:\/\/www.worldbank.org\/\" target=\"_blank\">World Bank<\/a> releases regularly. The 2017 edition was published recently. It contains information about <strong>reforms during 2016 that make doing business in a country easier<\/strong> \u2013 <strong>or more difficult!<\/strong><\/p>\n<p>In my post of last week titled <strong><a href=\"https:\/\/blog.iese.edu\/africa\/2016\/11\/24\/partnerships-for-growth\/\" target=\"_blank\">\u201cPartnerships for growth\u201d<\/a><\/strong>, I reported the countries in sub-Saharan Africa (SSA) that are growing at higher rates: Ethiopia, Ivory Coast, Senegal, and Kenya. I wondered how they are doing in terms of the <strong>Ease of Doing Business ranking<\/strong>. Obviously, if this has an <strong>impact on growth<\/strong>, it will be down the road. But still, I think it\u2019s interesting to have a look as it may affect <strong>future business<\/strong>:<\/p>\n<figure id=\"attachment_1794\" aria-describedby=\"caption-attachment-1794\" style=\"width: 524px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/blog.iese.edu\/africa\/files\/2016\/11\/Doing-Business.png\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-1794 \" src=\"https:\/\/blog.iese.edu\/africa\/files\/2016\/11\/Doing-Business.png\" alt=\"Doing Business Rankings\" width=\"524\" height=\"283\" \/><\/a><figcaption id=\"caption-attachment-1794\" class=\"wp-caption-text\">Doing Business Rankings, lower ranks indicate better positions<\/figcaption><\/figure>\n<p>Some reference points:<\/p>\n<ul>\n<li><strong>New Zealand occupies the first position<\/strong>, and <strong>Somalia the last one out of 190 countries<\/strong>.<\/li>\n<li><strong>United States ranks 8<sup>th<\/sup><\/strong>, and <strong>Spain 32<sup>nd<\/sup><\/strong>.<\/li>\n<li><strong>Mauritius<\/strong> <strong>(ranked 49<sup>th<\/sup>) occupies the first position among SSA countries<\/strong>, and Somalia (ranked 190<sup>th<\/sup>) the last one.<\/li>\n<\/ul>\n<figure id=\"attachment_1803\" aria-describedby=\"caption-attachment-1803\" style=\"width: 667px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/blog.iese.edu\/africa\/files\/2016\/12\/Kenya-electricity.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-1803\" src=\"https:\/\/blog.iese.edu\/africa\/files\/2016\/12\/Kenya-electricity-300x225.jpg\" alt=\"Access to electricity in Kenya\" width=\"667\" height=\"500\" srcset=\"https:\/\/blog.iese.edu\/africa\/files\/2016\/12\/Kenya-electricity-300x225.jpg 300w, https:\/\/blog.iese.edu\/africa\/files\/2016\/12\/Kenya-electricity-768x576.jpg 768w, https:\/\/blog.iese.edu\/africa\/files\/2016\/12\/Kenya-electricity-500x375.jpg 500w, https:\/\/blog.iese.edu\/africa\/files\/2016\/12\/Kenya-electricity.jpg 900w\" sizes=\"auto, (max-width: 667px) 100vw, 667px\" \/><\/a><figcaption id=\"caption-attachment-1803\" class=\"wp-caption-text\">Getting access to electricity in Kenya is easier now<\/figcaption><\/figure>\n<p><strong>What has improved in Kenya and Senegal?<\/strong> These are the highlights:<\/p>\n<p><strong>Kenya<\/strong>:<\/p>\n<ul>\n<li>It\u2019s <strong>easier to get electricity<\/strong>: a geographic information system has been introduced which has eliminated the need to conduct a site visit to get approval.<\/li>\n<li>The <strong>insolvency framework has been updated<\/strong>. Part of this reform is that the requirements for qualifications of insolvency administrators are stricter now.<\/li>\n<\/ul>\n<p><strong>Senegal<\/strong>:<\/p>\n<ul>\n<li>It\u2019s <strong>easier to register property<\/strong>: the requirements to complete a property transaction are available online now, and the cadastral map has been updated.<\/li>\n<li><strong>Banks can consult now a new credit bureau to assess the creditworthiness<\/strong> of consumer and commercial borrowers.<\/li>\n<li>The <strong>maximum corporate income tax collectable has been reduced<\/strong>.<\/li>\n<\/ul>\n<p>What\u2019s your personal experience about how easy or difficult it is to do business in any of these countries?
