{"id":1229,"date":"2014-06-09T10:44:46","date_gmt":"2014-06-09T09:44:46","guid":{"rendered":"https:\/\/blog.iese.edu\/doing-business\/?p=1229"},"modified":"2014-06-10T08:56:06","modified_gmt":"2014-06-10T07:56:06","slug":"obama-will-now-focus-on-climate-change","status":"publish","type":"post","link":"https:\/\/blog.iese.edu\/doing-business\/2014\/06\/09\/obama-will-now-focus-on-climate-change\/","title":{"rendered":"Obama will now focus on Climate Change"},"content":{"rendered":"<p class=\"p1\"><span class=\"s1\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-1234 size-full\" src=\"https:\/\/blog.iese.edu\/doing-business\/files\/2014\/06\/images.jpg\" alt=\"Barack Obama and Climate Change\" width=\"275\" height=\"183\" \/><\/span>Buried in <strong>Barak Obama<\/strong>\u2019s <a href=\"https:\/\/blog.iese.edu\/doing-business\/2014\/06\/02\/presidents-and-leadership\/\">speech at West Point<\/a>, a couple of weeks ago, was a brief reference to climate change. The U.S. President, called climate change \u201ca creeping national security crisis\u201d and said that next year his intention is to \u201cmake sure America is out front in putting together a global framework to preserve our planet\u201d.<\/p>\n<p class=\"p1\"><span class=\"s1\">Four days later, the U.S. Environmental Protection Agency released a <a href=\"http:\/\/www2.epa.gov\/carbon-pollution-standards\" target=\"_blank\">proposed rule change<\/a> under the auspices of the <strong>Clean Air Act<\/strong>, which would <strong>cut green house gas emission from power plants in the country by about 30%<\/strong> which, in practice, means <strong>switching from coal to natural gas<\/strong>.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">In an <a href=\"http:\/\/www.nytimes.com\/2014\/06\/08\/opinion\/sunday\/friedman-obama-on-obama-on-climate.html?hp&amp;rref=opinion\" target=\"_blank\">interview<\/a> with Tom Friedman which will be aired tonight on American television, President Obama went even further and embraced the idea that we need to move away from burring fossil fuels altogether echoing the ideas of the <strong><a title=\"Rocky Mountain Institute\" href=\"http:\/\/www.rmi.org\" target=\"_blank\">Rocky Mountain Institute<\/a><\/strong> described here last <a href=\"https:\/\/blog.iese.edu\/doing-business\/2014\/04\/28\/re-inventing-fire-some-for-hope-for-the-us-china-and-the-world\/#sthash.YNQWs07s.dpbs\">April<\/a>.<\/span><\/p>\n<h3 class=\"p1\"><span class=\"s1\"><b>Political Heat<\/b><\/span><\/h3>\n<p class=\"p1\"><span class=\"s1\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-1236 size-full\" src=\"https:\/\/blog.iese.edu\/doing-business\/files\/2014\/06\/imgres.jpg\" alt=\"\" width=\"206\" height=\"245\" \/>The proposed rule change has caused a <strong>storm of <a href=\"http:\/\/www.washingtonpost.com\/national\/health-science\/epa-will-propose-a-rule-to-cut-emissions-from-existing-coal-plants-by-up-to-30-percent\/2014\/06\/02\/f37f0a10-e81d-11e3-afc6-a1dd9407abcf_story.html\">criticism<\/a> from representatives from states such as West Virginia<\/strong>, that produce coal, and has received very public opposition <strong>claiming that the rule will have a huge negative impact on the american economy<\/strong>. As can be expected, those numbers are challenged and in yesterday\u2019s <a title=\"International New York times\" href=\"http:\/\/international.nytimes.com\" target=\"_blank\"><em>International New York Times<\/em><\/a>, <strong><a href=\"http:\/\/www.nytimes.com\/2014\/06\/06\/opinion\/krugman-the-climate-domino.html\">Paul Krugman<\/a> said such claims were blown out of proportion but that there would be some costs<\/strong>.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">What is important to remember is that the President of the United States is limited two consecutive four year terms (Franklin Roosevelt bent the rules), so that Obama can not run for re-election and thus does not have to answer directly to public opinion. What 2nd term presidents often think of, and in this Barak Obama will be no exception, is how history will evaluate their time in office.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Based on the speech at West Point, the news from the EPA and the interview with Friedman, it appears that <a class=\"inline-twitter-link inline-tweet-click\" href=\"#\" onclick=\"inline_tweet_sharer_open_win('https:\\\/\\\/twitter.com\\\/intent\\\/tweet?url=https%3A%2F%2Fblog.iese.edu%2Fdoing-business%2Fwp-json%2Fwp%2Fv2%2Fposts%2F1229%2F&text=we+will+be+hearing+a+lot+more+on+climate+change+in+the+last+two+and+a+half+years+of+the+Obama+presidency+');\" title=\"Tweet This!\">we will be hearing a lot more on climate change in the last two and a half years of the Obama presidency <span class=\"non-dashicons\"> <\/span><\/a>\u00a0and that instead of steadily\u00a0making progress, as he has done up to now, he will make it a key element of his presidential legacy.<\/span><\/p>\n<h3 class=\"p1\"><span class=\"s1\"><b>Geopolitical implications<\/b><\/span><\/h3>\n<figure id=\"attachment_1237\" aria-describedby=\"caption-attachment-1237\" style=\"width: 268px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-1237 size-full\" src=\"https:\/\/blog.iese.edu\/doing-business\/files\/2014\/06\/imgres-1.jpg\" alt=\"Barack Obama and Vladimir Putin, Normandy\" width=\"268\" height=\"188\" \/><figcaption id=\"caption-attachment-1237\" class=\"wp-caption-text\">The Blaze<\/figcaption><\/figure>\n<p class=\"p1\"><span class=\"s1\"><strong>Besides his political legacy, I believe President Obama is absolutely genuine in his conviction that \u201cscience is science\u201d and the need for collective action<\/strong>. Furthermore only by controlling its own carbon footprint, can the United States presume to lead such collective action especially considering countries like <strong>China<\/strong>, which has taken over the role of the largest emitter of greenhouse gasses, or <a class=\"inline-twitter-link inline-tweet-click\" href=\"#\" onclick=\"inline_tweet_sharer_open_win('https:\\\/\\\/twitter.com\\\/intent\\\/tweet?url=https%3A%2F%2Fblog.iese.edu%2Fdoing-business%2Fwp-json%2Fwp%2Fv2%2Fposts%2F1229%2F&text=Germany%2C+which+is+using+more+coal+than+ever+and+currently+supplies+46%25+of+its+electricity+from+coal+');\" title=\"Tweet This!\">Germany, which is using more coal than ever and currently supplies 46% of its electricity from coal <span class=\"non-dashicons\"> <\/span><\/a>\u00a0according to the <em><a title=\"BBC\" href=\"http:\/\/www.bbc.com\/news\/business-26820405\" target=\"_blank\">BBC<\/a><\/em>?<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The related issue is that if the medium term substitute for coal is <strong>natural gas<\/strong>, which would come from <strong>Russia<\/strong>, <strong>Qatar<\/strong>, or perhaps even the United States if exports of natural gas are ever approved. <strong>After some complex <a href=\"http:\/\/www.nytimes.com\/2014\/06\/07\/world\/europe\/obama-honors-moment-of-liberation-in-normandy.html\" target=\"_blank\">choreography<\/a>,<\/strong> <strong>it seems that Obama and Vladimir Putin did speak for a few minutes in Normandy.
