{"id":969,"date":"2014-03-03T10:00:33","date_gmt":"2014-03-03T09:00:33","guid":{"rendered":"https:\/\/blog.iese.edu\/doing-business\/?p=969"},"modified":"2014-03-07T15:11:01","modified_gmt":"2014-03-07T14:11:01","slug":"crimea-ukraine","status":"publish","type":"post","link":"https:\/\/blog.iese.edu\/doing-business\/2014\/03\/03\/crimea-ukraine\/","title":{"rendered":"Crimea &amp; Ukraine"},"content":{"rendered":"<p>As I write, \u00a0apparently Russian troops are, according to <em><a title=\"CNN\" href=\"http:\/\/www.cnn.com\/video\/data\/2.0\/video\/world\/2014\/03\/02\/pkg-magnay-crimea-russian-forces.cnn.html\" target=\"_blank\">CNN<\/a><\/em>, taking strategic positions in Simferopol, the capital of the autonomous region of <strong><a title=\"Crimea\" href=\"http:\/\/graphicsweb.wsj.com\/crimeas-challenge\/\" target=\"_blank\">Crimea<\/a><\/strong>, which has been formally part of <strong>Ukraine<\/strong> since 1954. Russian troops are also reportedly being deployed around the Russian bases which have been leased from Ukraine. The provisional Ukrainian government, which was formed after the last few days, are calling the Russian deployment an act of war and are <a href=\"http:\/\/www.cnn.com\/2014\/03\/02\/world\/europe\/ukraine-politics\/\" target=\"_blank\">mobilizing<\/a> its own army and reserve units.<\/p>\n<h3><b>Geopolitics and misunderstanding<\/b><\/h3>\n<p>Together <a class=\"inline-twitter-link inline-tweet-click\" href=\"#\" onclick=\"inline_tweet_sharer_open_win('https:\\\/\\\/twitter.com\\\/intent\\\/tweet?url=https%3A%2F%2Fblog.iese.edu%2Fdoing-business%2Fwp-json%2Fwp%2Fv2%2Fposts%2F969%2F&text=with+the+environment%2C+Geopolitics+shapes+the+world+we+live+in+and+has+a+huge+impact+on+business+');\" title=\"Tweet This!\">with the environment, Geopolitics shapes the world we live in and has a huge impact on business <span class=\"non-dashicons\"> <\/span><\/a>. <a class=\"inline-twitter-link inline-tweet-click\" href=\"#\" onclick=\"inline_tweet_sharer_open_win('https:\\\/\\\/twitter.com\\\/intent\\\/tweet?url=https%3A%2F%2Fblog.iese.edu%2Fdoing-business%2Fwp-json%2Fwp%2Fv2%2Fposts%2F969%2F&text=The+unfolding+situation+in+Ukraine+is+one+of+these+pivotal+moments+which+may%2C+in+fact%2C+change+the+world+');\" title=\"Tweet This!\">The unfolding situation in Ukraine is one of these pivotal moments which may, in fact, change the world <span class=\"non-dashicons\"> <\/span><\/a> we live\u00a0in ways which are difficult to foresee.<\/p>\n<p>As discussed in an <a href=\"https:\/\/blog.iese.edu\/doing-business\/2014\/01\/06\/catalan-geopolitics\/\">earlier post<\/a>, Geopolitical Discourse helps us understand what happens in one place in the context of a larger narrative we use to explain the world.<\/p>\n<p>Writing in the <em>Washington Post<\/em>, <a href=\"http:\/\/www.washingtonpost.com\/blogs\/worldviews\/wp\/2014\/02\/27\/to-understand-crimea-take-a-look-back-at-its-complicated-history\/\">Adam Taylor<\/a>\u00a0discusses the\u00a0narrative <em>CNN<\/em> and most commentators are using \u00a0to discuss events in Ukraine has to do with a supposedly divided country in which the western half considers itself European while the eastern half is ethnically and culturally more Russian. According to the narrative, it was the end of talks bringing Ukraine closer to Europe which is at the heart of the Ukrainian Revolution represented by the powerful video blog shown in this space <a href=\"https:\/\/blog.iese.edu\/doing-business\/2014\/02\/24\/the-ukraine-venezuela-and-thailand\/\">last week<\/a>.<\/p>\n<p>The crisis in Crimea, according to this narrative is set in terms of the larger Russian population in the region according to the 2001 census and the higher percentage of votes won by former President\u00a0Viktor Yanukovych\u00a0in the 2010 election.<\/p>\n<p>The problem with this narrative is that it does not appear to be true. In the first place,<a class=\"inline-twitter-link inline-tweet-click\" href=\"#\" onclick=\"inline_tweet_sharer_open_win('https:\\\/\\\/twitter.com\\\/intent\\\/tweet?url=https%3A%2F%2Fblog.iese.edu%2Fdoing-business%2Fwp-json%2Fwp%2Fv2%2Fposts%2F969%2F&text=+several+studies+show+that+the+Eastern+Ukraine+is+not+as+Russian+as+the+narrative+appears+to+say+');\" title=\"Tweet This!\"> several studies show that the Eastern Ukraine is not as Russian as the narrative appears to say <span class=\"non-dashicons\"> <\/span><\/a> it is, particularly outside the city of Kharkiv and neighboring Chuhuyiv.<\/p>\n<figure id=\"attachment_974\" aria-describedby=\"caption-attachment-974\" style=\"width: 640px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/blog.iese.edu\/doing-business\/files\/2014\/03\/768DA678-80E7-4883-8298-CC79991B8AD5_w640_r1_s-1.gif\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-974\" alt=\"Glenn Kates\" src=\"https:\/\/blog.iese.edu\/doing-business\/files\/2014\/03\/768DA678-80E7-4883-8298-CC79991B8AD5_w640_r1_s-1.gif\" width=\"640\" height=\"360\" \/><\/a><figcaption id=\"caption-attachment-974\" class=\"wp-caption-text\">Glenn Kates<\/figcaption><\/figure>\n<p>&nbsp;<\/p>\n<figure style=\"width: 150px\" class=\"wp-caption alignright\"><a href=\"https:\/\/blog.iese.edu\/doing-business\/files\/2014\/03\/kaganer-2.jpeg\"><img loading=\"lazy\" decoding=\"async\" title=\"Prof. Evgeny Kaganer\" alt=\"Prof. Evgeny Kaganer\" src=\"https:\/\/blog.iese.edu\/doing-business\/files\/2014\/03\/kaganer-2-150x150.jpeg\" width=\"150\" height=\"150\" \/><\/a><figcaption class=\"wp-caption-text\">Prof. Evgeny Kaganer<\/figcaption><\/figure>\n<p>The second, is that the idea that ethnic Russians, would actually want to be Russian citizens is actually quite debatable across the country and in Crimea. The province has been part of Ukraine for 60 years and national identity is actually a complex issue full of nuance and complexity as shown by Oxford&#8217;s <a href=\"http:\/\/vostokcable.wordpress.com\/2014\/02\/24\/are-crimeans-really-russian-nationalists-and-separatists\/\">Ellie Knott<\/a>.<\/p>\n<p>The third issue is that according to my most reliable source, Professor Evgeney Kaganer, who is Russian, <a class=\"inline-twitter-link inline-tweet-click\" href=\"#\" onclick=\"inline_tweet_sharer_open_win('https:\\\/\\\/twitter.com\\\/intent\\\/tweet?url=https%3A%2F%2Fblog.iese.edu%2Fdoing-business%2Fwp-json%2Fwp%2Fv2%2Fposts%2F969%2F&text=the+people+of+Ukraine+finally+rose+up+out+of+complete+frustration+with+the+criminal+and+incompetent+Yankovitch+regime+');\" title=\"Tweet This!\">the people of Ukraine finally rose up out of complete frustration with the criminal and incompetent Yankovitch regime <span class=\"non-dashicons\"> <\/span><\/a>\u00a0and that while European sympathies might have been part of the impetus for the protests, it was political frustration, economic desperation, and finally moral outrage which led the to risk and lose their lives in the cause of freedom.<\/p>\n<figure style=\"width: 272px\" class=\"wp-caption alignleft\"><a href=\"https:\/\/blog.iese.edu\/doing-business\/files\/2014\/03\/crimea-2.jpeg\"><img loading=\"lazy\" decoding=\"async\" alt=\"bbc\" src=\"https:\/\/blog.iese.edu\/doing-business\/files\/2014\/03\/crimea-2.jpeg\" width=\"272\" height=\"185\" \/><\/a><figcaption class=\"wp-caption-text\">BBC<\/figcaption><\/figure>\n<p>The reason all of this is critically important \u00a0is that if one accepts the conventional narrative, it might make sense to sit back and while Russia annexes Crimea and perhaps even to partition Ukraine into an Eastern and Western half.<\/p>\n<p>If the issues are more local and if the population does, in fact, see itself as Ukrainian first and foremost, then partition would be a disaster and the right course of action would be for the West to stop Russian aggression as it did in <a href=\"http:\/\/en.wikipedia.org\/wiki\/Crimean_War\">1853<\/a> and defend the territorial integrity of Ukraine, perhaps even at the risk of war.<\/p>\n<p style=\"text-align: center\"><a href=\"https:\/\/blog.iese.edu\/doing-business\/files\/2014\/03\/crimea-2.jpeg\">\u00a0<\/a><\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>As I write, \u00a0apparently Russian troops are, according to CNN, taking strategic positions in Simferopol, the capital of the autonomous region of Crimea, which has been formally part of Ukraine since 1954.
