{"id":1184,"date":"2014-03-06T16:52:54","date_gmt":"2014-03-06T15:52:54","guid":{"rendered":"https:\/\/blog.iese.edu\/economics\/?p=1184"},"modified":"2015-04-07T10:43:45","modified_gmt":"2015-04-07T09:43:45","slug":"the-future-of-spain-economic-growth-the-elasticity-of-employment","status":"publish","type":"post","link":"https:\/\/blog.iese.edu\/economics\/2014\/03\/06\/the-future-of-spain-economic-growth-the-elasticity-of-employment\/","title":{"rendered":"The Future of Spain Economic Growth: the Elasticity of Employment"},"content":{"rendered":"<p><strong>Nobody really knows what will happen in terms of Spain\u2019s future growth<\/strong>. \u00a0Obviously, whatever awaits will <strong>depend on many factors<\/strong>, both domestic and foreign.\u00a0 First and foremost, Spanish growth will depend on any and all <strong>future reforms and policy measures<\/strong> that the current and future <strong>Spanish governments may take<\/strong>.<\/p>\n<p>Unfortunately, the reform plans of the current government are a carefully guarded secret and, therefore, they are \u00a0hard to comment on.\u00a0 Secondly, <strong>Spanish growth will depend on the economic performance of the eurozone countries and of the rest of the world economy<\/strong>, and this, too, <strong>is a big unknown<\/strong>.<\/p>\n<p>This said, when we look into the crystal ball of the economic future of Spain, <strong>an elasticity emerges that will surely make a large difference for its future growth: the output elasticity of employment<\/strong>.<\/p>\n<figure id=\"attachment_1186\" aria-describedby=\"caption-attachment-1186\" style=\"width: 750px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/blog.iese.edu\/economics\/files\/2014\/03\/Unemployment_rates_seasonally_adjusted_January_2014.png\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-1186\" src=\"https:\/\/blog.iese.edu\/economics\/files\/2014\/03\/Unemployment_rates_seasonally_adjusted_January_2014.png\" alt=\"Unemployment rates, seasonally adjusted, January 2014. Source: Eurostat.<\/figcaption><\/figure>\n<h3>The output elasticity of employment<\/h3>\n<p>Traditionally, <strong>Spain has had short-lived recessions and very high firing costs<\/strong>.\u00a0 The optimal response to these two circumstances is to hoard labor.\u00a0 So much so, that <strong>a folk theorem much favored by many commentators and by the Spanish media claims that Spain only creates net employment when its GDP starts growing at 2 percent or more<\/strong>.\u00a0 It is hard for us to tell whether or not this was the case in the past.\u00a0 But we have reason to believe <strong>that this time it might very well be different<\/strong>.<\/p>\n<p>The recession that started in the first quarter of 2008 has been the deepest and longest in the last 30 years.\u00a0 And <strong>since 2010, two labor market reforms have reduced statutory firing costs at least somewhat<\/strong>.\u00a0 These two changes suggest that labor hoarding in Spain is most likely at an all-time low.\u00a0 The firms that have survived the recession most probably have shed all their surplus labor by now, and have adjusted their labor force to a shrinking market.\u00a0 If this were the case, <a class=\"inline-twitter-link inline-tweet-click\" href=\"#\" onclick=\"inline_tweet_sharer_open_win('https:\\\/\\\/twitter.com\\\/intent\\\/tweet?url=https%3A%2F%2Fblog.iese.edu%2Feconomics%2Fwp-json%2Fwp%2Fv2%2Fposts%2F1184%2F&text=We+might+see+net+jobs+being+created+with+even+minimal+growth+');\" title=\"Tweet This!\">we might see net jobs being created with even minimal growth <span class=\"non-dashicons\"> <\/span><\/a>.<\/p>\n<p>If this is what ends up happening, <strong>job creation will accelerate the growth of private consumption, and the growth of consumption will accelerate the growth of GDP<\/strong>, helping make the growth process self-sustained<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Nobody really knows what will happen in terms of Spain\u2019s future growth. \u00a0Obviously, whatever awaits will depend on many factors, both domestic and foreign.\u00a0 First and foremost, Spanish growth will depend on any and all future reforms and policy measures that the current and future Spanish governments may take.
